I own a truck and will not use it at all this year. Do I still need to list it on this year's 2290?

No! It is not necessary to file Form 2290 return if you're not going to use/operate your vehicle for the entire tax year. 
 
However, you must file Form 2290 if you start using the truck during the tax year and also pay the required HVUT (if applicable) and also make sure to choose the correct First Used Month.
