Form 2290 cannot be filed for credit vehicles alone. You must have a taxable or suspended vehicle to file your Form 2290 return. 

If you need to claim credits for a credit vehicle alone, you must file Form 8849 to get a refund of your credit. 

Also, if the HVUT of your vehicles is less than your credit amount, the remaining credit amount cannot be claimed by filing Form 2290. The remainder of the credit amount can be claimed by filing Form 8849.
