Yes, you can e-file your Form 2290, receive the stamped Schedule 1 instantly, and then pay your HVUT later if you choose EFTPS, or Check or Money Order as your payment method. However, you must make the payment within the filing deadline to avoid any penalties.
If you choose EFW as your payment method, the IRS will debit the amount from your bank account directly within 1 or 2 days.
